   中国贸促会轻工行业分会成立于1988年,是最早成立的行业分会之一。轻工分会隶属于中国轻工业联合会,其业务服务对象是全国轻工行业、轻工企事业单位和中国轻工业联合会主管或代管的各行业协会、学会及其它相关单位。
   
我国轻工业以消费品加工业为主,是我国国民经济的重要组成部分,具有满足内需、提供出口、解决就业和服务“三农”四大产业特征,是满足小康社会物质需求、提高中国国际竞争力的重要产业。经过改革开放30年的快速发展,我国已成为世界轻工业生产大国,为中国和全世界人民提供着丰富多彩和物美价廉的轻工产品。2007年,轻工行业规模以上企业完成工业总产值76041亿元,轻工产品出口总额为2703亿美元。
   
轻工分会成立20年来,积极开展行业对外交流与合作,通过举办展会、扩大国际交往、提供经贸合作信息等活动,为我国轻工业的发展和促进行业对外合作发挥了应有的作用。
   
1998年,在轻工业管理机构改革时,我分会进行了较大的变革和调整:与原国家轻工业局外事司(现为中国轻工业联合会国际合作部)和中国国际交流中心合署办公,形成了对外交流合作的“三位一体”机构,使工作内容更加充实,功能更加完善,人员更加整齐,效率更加提高。
   
我会下设4个业务处,即综合业务处、业务一处、业务二处和对外联络处。
    工作和业务范围:国际展览、国际会议、经贸洽谈、团组来往、技术交流、咨询服务、护照、签证、对外邀请、外事管理等。
    做强做大国际展会,促进轻工业产品贸易
    
我会主要的工作内容之一就是在国内外举办或参加国际展览会,每年的展览会项目达20多个,其中组织企业参加境外展览会项目占一半以上。通过多年的努力,目前一些展览会已成为行业中定期的国际性商贸和技术交流活动,受到国内外有关企业的欢迎,为促进轻工行业的出口创汇起到了积极的作用。我会常年举办或参加的主要展览会有:中国国际食品添加剂和配料展览会、中国国际五金展览会、中国国际焙烤展览会、中国国际美容化妆用品博览会、中国国际钟表展、中国国际啤酒节、中国国际室内装饰博览会,德国科隆五金展览会、美国五金展览会、瑞士巴塞尔钟表和珠宝展览会、美国食品科技展览会、国际缝纫机展览会(欧、美、亚三大周巡回展)、美国拉斯维加斯鞋业展览会(春、秋季)、德国法兰克福建筑与照明展览会、美国国际照明展览会。
   
在以上众多的展览业务中,有的项目已经成为国际上行业中的品牌性活动。以中国国际食品添加剂展为例,我会和中国食品添加剂协会合作,共同举办了12届,展览规模已达52000平方米,1000多家中外厂商参加。目前已成为中国及亚洲食品添加剂和配料行业规模最大的、最具权威性的行业国际品牌展览会。
   
2007年,中国轻工业联合会评选出轻工行业的“十大品牌展会”,其中有三个为我会与兄弟专业协会合作举办,在相关行业中产生了积极的影响。
   
自1999年起,我会一直大力培育一个极具特色的大型活动,即中国国际啤酒节。“啤酒节”在北京举办三届后,于2002年移师大连,充分利用大连举办大型活动的经验和夏季旅游优势,使其规模和内容又上了一个新台阶。在大连举办的“啤酒节”历时12天,参加的中外啤酒企业有30余家,啤酒品牌100多个,2007年的观众达160万人。该活动不仅促进了国内外啤酒企业之间的交流与合作,同时也为消费者和旅游者提供了消夏纳凉的理想场所。“啤酒节”已经成为中国轻工业联合会系统中与地方政府成功合作的范例。随着啤酒节影响力的不断扩大,一些地方政府部门主动与我会联系,表达了强烈的合作愿望。今年夏季我会还将在哈尔滨、合肥举办啤酒节活动。
   
在以上展览项目的基础上,近几年来我会的展会业务又有了进一步的增长,已经和正在开发的新项目有:俄罗斯五金展、巴西食品添加剂展、俄罗斯食品添加剂展、西班牙比尔巴赫五金展、迪拜五金展、国际食品展。
   
积极搭建服务平台,支持轻工企业 “走出去”
   在办好展会业务的同时,我会大力拓展新的业务范围,为行业和企业提供新的服务内容。
       
   为实施中央“走出去”战略,配合中国轻工业联合会引导轻工企业 “走出去”的工作重点,把更多的高端轻工精品推向世界主流市场,我会会同有关部门,共同举办了一系列相关活动,如:“中国轻工商务系列研讨活动”、“境外经贸合作区建设工作座谈会”、“轻工精品走向世界-美国亚世商城项目推介会”、组织轻工行业协会和企业参加芬兰科浮拉市“中国周”等,受到行业、企业和外方的欢迎和赞赏。
   
积极开展国际交流活动
   
近年来,我会积极配合轻工有关行业协会,先后在华举办了2005年世界果汁大会、2006年国际乳品大会、2006年国际五金大会、2007年世界家具大会、2008年世界搪瓷大会和2008年世界陶瓷大会。
   
我会每年组织多个各类团组,赴境外参观考察,进行商贸洽谈活动,促进了与国外同行的交流与合作。
   
我会每年数次协助接待国外知名大公司高层代表团访华,如百威公司、宝洁公司、百事公司、吉列公司、朝日公司等。这些大公司高层来访活动,对于促进和我国轻工业的交往,加强与轻工企业的合作,扩大双边贸易和在华投资,发挥了积极作用。
   在新的发展时期,我会将认真学习贯彻十七大精神,落实科学发展观,为实现我国由轻工业大国向轻工业强国的跨越作出积极的贡献。

Review on the 20th anniversary of CCPIT Sub-council of Light Industry

As one of the CCPIT Sub-councils established first in 1988, CCPIT Sub-council of Light Industry is subordinated to China National Light Industry Council (CNLIC) and aims at effective and efficient service for the light industry sector in the country and industry associations/societies and related organizations under governance of CNLIC.

The light industry in China, an important part of national economy, is mainly referring to consumer goods industry and featuring full satisfaction of domestic demand, expansion of overseas market, facilitation of employment creation and service for agriculture and rural economies, and it undertakes the paramount task to meet material needs of a well-off society and sharpen China’s international competitiveness. Thanks to rapid development resulted from reforms and opening-up policies in the past three decades, China has grown into a big country of light industry production, and it supplies inexpensive but quality light industry goods in all their diversity. In 2007, the scaled enterprises in the light industry sector accomplished the output value to approximately 7604.1 billion RMB yuan and the export value to US$270.3 billion.

Over 20 years, CCPIT Sub-council of Light Industry exerts a significant role on driving the country’s light industry forward and promoting international cooperation via further exchanges and closer ties with the rest of world, exhibition and conference in and outside China, trade and economic information, etc.

In 1988, CCPIT Sub-council of Light Industry, the Department of International Cooperation of CNLIC and China International Exchange Center for Light Industry merged into one organization blessed with a capable contingent of professional personnel and enterprising spirit and more integrated functions after institutional reconstruction in the light industry administration.

There are four departments that include the Department of Comprehensive Business, the 1st Business Department, the 2nd Business Department and the Liaison Department.

Business Activities: international exhibitions and conferences, economic and trade negotiations, mutual visits with foreign counterparts, technical exchanges, consultancy services, foreign affairs’ management such as passport and visa application and foreign guests’ invitation.

To heighten International Exhibitions and Boost Foreign Trade

One of the leading tasks for CCPIT Sub-council of Light Industry is to organize domestic and international exhibitions, and now such kinds of exhibitions amount to more than 20 every year and international ones occupy over half of the total. At present, some of the exhibitions have been rated as well-established and regular world trade and technology events due to years’ efforts. The exhibitions we organize or participate are as follows: Food Ingredients China, China Int’l Hardware Show, BAKERY CHINA,CHINA BEAUTY EXPO, China Int’l Watch & Clock Fair, China Int’l Beer Festival, China Int’l Interior Decoration Expo, Koln Int’l Hardware Show, The National Hardware Show in USA, The Watch and Jewellery Show – BASELWORLD, IFT Exposition in USA, World of Textile Processing (IMB), Japan Int’l Apparel (JIAM), SPESA, AAMA-TEX, WSA Exposition, Light + Building in Germany, the Int’l Lighting Exhibition in USA.

Some of the above-mentioned exhibitions have consolidated each its position in the world market, for instance, Food Ingredients China has been co-sponsored for 12 sessions by CCPIT Sub-council of Light Industry and China Food Additives & Ingredients Association which covers the floor space to 52000 sq.m. with over 1000 Chinese and foreign  exhibitors, and it has become the largest scale of its kind and most inclusive industrial gathering in Asia.

In 2007, China National Light Industry Council has chosen 10 brand exhibitions, three of them have been co-sponsored by our Sub-council and related industry associations and they have exerted a positive influence on the concerned industries.

Starting 1999, CCPIT Sub-council of Light Industry had been working hard to create a big act with unusual industry feature, China International Beer Festival, that’s it of its kind. The Festival, after three sessions in Beijing, has been upgraded in scale and style since it moved to Dalian City where exist advantages of geographic location, summer resort and experience to handle big events. China International Beer Festival in Dalian each year with over 30 breweries and 100 beer brand names as well as 1.6 million visitors is lasting 12 days. The Festival not only stimulates communication and collaboration among Chinese and overseas brewers but also provides an ideal place of favorite pastime in summer for consumers and tourists. This Festival represents itself a pioneering example of successful cooperation between China National Light Industry Council and local government, and this year we will organize beer festivals in Harbin City and Hefei City in response to appeals for cooperation from these local government departments.

In recent years, CCPIT Sub-council of Light Industry has developed some new exhibitions such as Intertool MOSCOW,Brazil Food Additives Exhibition, Russian Food Additives Exhibition and Hardware-tools Middle East.

Keep Blazing New Trails for Enterprises to “Go Outward”

In order to implement the central government’s “going outward” strategy and strengthen more high-end light industry products’ presence in the global mainstream market, CCPIT Sub-council of Light Industry together with other relative departments co-organized such well-welcomed projects as “The Seminar on Business Affairs of China Light Industry”, The Joint Study on Establishment of Economic & Trade Cooperation Zones Outside China”, “Quality Products of China Light Industry Going Abroad – Market Promotion Conference of Asia World Marketplace LLC” and “China Week in Kouvola, Finland”.

To Further International Exchanges

Over years, CCPIT Sub-council of Light Industry gave all-out support to industry associations to sponsor international conferences: the 14th IFU Congress, the 27th IDF World Conference, the 49th IHA Congress, the 2nd World Furniture Conference (WFC), the 21st International Enamellers Congress and the 43rd International Academy of Ceramics’ General Assembly.

Every year, CCPIT Sub-council of Light Industry organizes various groups to other countries and regions for industry investigations, trade negotiations and economic collaborations.

Every year, we help arrange quite a few executives from global big names (Anheusur-Busch Co., PEPSICO, P&G, Gillette and ASAHI) to visit China, and these high-level visits enhance cooperation, mutual business and investment in China.

During the new development period, CCPIT Sub-council of Light Industry will conscientiously carry out the spirit of the 17th CPC National Congress and scientific development approach and do its bit to build China from a big country of light industry production into a powerful one.
